Consultant vs. ContractorConsultant projects include studies, design, and design-build. Information regarding these types of projects, such as Requests for Qualifications (RFQ), Requests for Proposals (RFP), pools, forms, and training, should be obtained from the
Consultant Services division.
Contractor projects include construction and maintenance of highways and structures; the
Construction division manages all bidding on these projects.
Statewide Transportation Improvement Program (STIP), Construction Marketing Report and Consultant Marketing ReportWatch these publications to obtain an idea of what projects UDOT is planning on addressing in the future. The STIP is a five-year plan and contains highway and transit projects including federal, state, city, and county highway systems. The Construction Marketing Report lists projects UDOT intends to advertise in the next 18 months. The Consultant Marketing Report contains information about various consultant projects.
PrerequisitesConsultants should become familiar with the process of creating a Statement of Qualifications (SOQ). Information about this process can be obtained on any of the RFQs listed on the
Project Advertisement and Selection Notification Web page in the download box on the left. The process may vary slightly from one RFQ to another but looking though the available listings will give you an understanding of what to expect when a project you are interested in is listed.
Before contractors can bid on any UDOT construction project they need to complete the
Pre-Qualification Application and become familiar with the information in the
Project Explorer System, including the Electronic Bid System (EBS), and
UDOT Standards and Specifications. All contractors are required to submit bids using EBS and obtain a Contractor ID and password, a UserTrust digital certificate, and Surety 2000 electronic bid bond. The EBS software and information regarding these requirements can be found is the
Project Explorer System; training is also offered quarterly. Finally, a contractor license is not required to place a bid but will be required before the project is awarded.
Project AdvertisementsProject advertisements are listed on the UDOT Web site; consultant projects are listed on the
Project Advertisement and Selection Notification within Consultant Service’s Web pages and contractor projects are listed in the
Project Explorer System within the Construction Division’s Web pages. Consultant and contractor projects are also advertised in newspapers with local and statewide distribution.
Submitting Statement of Qualifications or BidsConsultants should submit their SOQ as described in the RFQ. Contractors should use EBS to submit their bid.
